The teacher evaluation is the valuation of the teacher's work. It is inevitably connected with the requests and standards on the teacher work by the society, with the educational ideas of certain ages. That is to say, the teacher evaluation's instructing thought, contents, methods, means and so on, develop with the variety of time and the development the society. Therefore, the study of the teacher evaluation must be based on the background of our country's reforming of the elementary education.This text analyzes the requests and challenges to the teacher integrated quality, teaching idea, teacher's role brought up by the curriculum reformation, brings forth the developing teacher evaluation idea which is good to improve the curriculum reform and the teacher's quality on the base of the retrospect and reflection of traditional teacher evaluation. In addition, it also establishes the teacher evaluation's criteria system which is adaptive to the curriculum reform and the teacher's reality by positivist study. Finally, it clearly and definitely points out that the teacher evaluation is not only a academic problem but also a practicing problem, that the realization of the teacher evaluation's function depends on a series of guaranteeing measures in the process of practice.
