A Research Of The Countermeasures To The Solution Of Bureaucracy In University Administration

"Bureaucratic administration of institutes of higher education" means that everything in institutes of higher education is bureaucracy-oriented, that leaders of theses institutes are appointed by government and are assigned certain administrative grades, that the running-school principles, the structure of its organization, the mechanism of its operation, the assignment of its functional departments,the decision-making and management of the school,the cultivation of its talents, etc.,are similar to that of an administrative organization which is operated in the mode of bureaucracy.The "bureaucratic administration" in institutes of higher education can be found in the following aspects:the bureaucracy of the relationship between institutes of higher education and the education-administrating departments;the bureaucracy of the relationship between institutes of higher education and society; the bureaucracy of the relationship between the internal departments of institutes of higher education. "Bureaucratic administration" results in a series of problems including the prevailing of "the official-post-centered thought" in the administration of institutes of higher education, the lack of the self-decision-making right, the decay of academic spirits, the ever-increasingly acute contradictions in the internal departments of institutes of higher education, the uncontrollable appearance of corruption, the inability of running the school in the light of the laws of higher education which requires self-management, freedom of academic study, running a school by professors and democratic management. The solution to the problem of bureaucratic administration in institutes of higher education will contribute to the integration of China's higher education with that of the outside world, to the establishment of the modern university mechanism that goes well with the demands of the development of socialist market-oriented economy after China's entry into the WTO, to the carrying out the ideology of development based on scientific principles and the promoting of educational innovations, and the cultivating of talents with innovative awareness.Based on the analysis of the expressions, harms and causes of "bureaucratic administration" of institutes of higher education in China, the present paper, enlightened by some successful managing modes abroad, puts forward the countermeasures for the solution to this problem, namely, the administration of institutes of higher education should be guided by the modern education-managing theory, by the human-centered administration theory and the theory of development based on scientific principles. Moreover, efforts should be made to the transference of concepts and make mechanical innovations and establish scientifically appropriate operating system.In the light of the real situations of China, it is suggested that a new-type of school and government relationship, which is based on the legalization of the relationship between universities and governments and the separation of universities and governments, should be established, and that a socialized mediating structure should be established for the purpose of preventing governments'direct interference of the running of a school, that efforts should be made to further strengthen the reform of the mechanism of the internal administration of universities and establish the board of directors and the president-in-charge mechanism supervised by board of directors, creating a self-managing, optimized, highly-effective, and coordinative internal administrating system which is characterized by its reform in its internal administrative structures, its personnel system, its distribution system, by the establishment of its flattened structure of organizations; that a "human-centered" operating mechanism should be set up in universities and establish a healthy democratic decision-making system.
