The independence of running higher education institutions has been a high concern of higher education since the end of 1970s. Although some progresses have been made in it theoretically and practically, but there still leaves much to be desired because higher education institutions lack the deserving independence and initiative compared to the reform of educational and economical system. Therefore, it is quite necessary for us to analyze and understand again the independence of running higher education institutions hi order to comprehend its current situation rationally and make what the government and higher education institutions should do and the orientation of their endeavor much clearer and then realize the above concern eventually.The dissertation has four parts.The first part: the implication of the independence of running higher education institutions.The concept of the independence of running higher education institutions is expounded by analyzing its cause in China lengthways. The interrelation between 'university autonomy', 'releasing of power' and 'the independence of running higher education institutions' is probed into by comparing the similarities and differences between the independence of running higher education institutions in China and 'university autonomy' abroad crosswise. Eight independence rights listed in 'the higher education law ' are analyzed specifically, which are the civil right, the enrollment right, the right of discipline construction, the teaching right, the right of scientific research development and social service, the right of international communication and cooperation, the right of organization construction and personnel and the right of property management and use.The second part: the necessity of the independence of running higher education institutions.Emphasizing on the independence of running higher education institutions is because not only that Chinese higher education institutions have been short of the consciousness of the independence, but also that it is the objective need for highereducation to initially adapt to the economical development in the modern society, for the self-development of higher education institutions to promote teaching, scientific research and raising high-quality talented people and then to conform to the tendency of higher education development in the world.The third part: the analysis of the existing problems and corresponding causes The relevant investigations show that some great progresses have been made in the implementation of the independence of running higher education institutions since more than ten years ago, but six aspects still did not attain to perfection, such as enrollment, discipline construction and so on. The main causes are regarded as the following: firstly, there is some deviation from that the independence of running higher education institutions itself is a limited right; secondly, the governmental reform lags behind and the new management model has not been established; thirdly, the leaders and teachers in higher education institutions lack the deserving enthusiasm; fourthly, the current independence right of running higher education institutions is transitional and imperfect in the huge background of economical system innovations and political reform in our country.The fourth part: countermeasures.Although the process of the implementation and enlargement of the independence right of running higher education institutions is very difficult and complicated, there still exist some alternative countermeasures for us to choose: firstly, we should realize that only when the enlargement of the independence of running higher education institutions adapts to the reform speed of political and economical system and the level of educational management and the relevant aspects are coordinated in the view of overall situation, can the independence of running higher education institutions be realized gradually; secondly, there is an urgent need to transform the functional authority of the government...
