The Study Of Carrying Out Condition About Autonomous Management Of Public Colleges And Universities In China

The independence of running higher education institutions has been a focus concern of higher education since the end of 1970s.Autonomous management of institutions of higher learning is not only a reforming trend in international higher education system,a requirement of changing function to Chinese government and developing market economy,but also a requirement of development of higher education and institutions development.Although some progresses have been made in it theoretically and practically,but there still leaves much to be desired because higher education institutions lack the deserving independence compared to the reform of educational system.Therefore, it is quite necessary for us to analyze and understand again the independence of running higher education institutions in order to comprehend its current situation rationally.This paper with documentary analysis as the main research method,on the basis of the higher education law,makes a summary and narration about autonomous management of public colleges and universities.The paper consists of five chapters besides the preface. The first chapter,analyzes the concept of the independence of running higher education institutions.The second part,contrasted with the independence rights listed in 'the higher education law',combined with the administrative files and interview materials in order to describe its current situation rationally.The third part,on the basis of the second part, makes a summary about the problems which exists in these institutions.The fourth chapter tried to put forward some measures and suggestions.The last chapter makes a summary about actual condition of autonomous management,problems which exists in public colleges and universities and supply some practical solutions.
