Since reform and opening to the outside world, China has obtained brilliant achievement in the development of private education, which increasingly become the indispensable part of the education. This has a close relation with the policy. The study reviews the policy' development of our private education' running area since 1978, and manages to profoundly understand the living circumstance of private education, then some revelations are expected.The author firstly dissertates the significance of this study, and defines the fundamental conception such as private education and private education' running area, policy and the policy of private education, value and value analysis of educational policy. Among them we especially point out that what we attend to isn't the value of educational policy, but the decision-maker' opinion about the value and value relations in education, namely the value concepts of what should be done and what is encouraged or forbidden.Our country's private education has gone through three successive phases since 1978 i.e. resuming phase (1978-1985), exploring phase (1985-1992), positive developing and supervising phase (1992 till now). We discuss the policy's evolvement of private education' running area in these phases. Since 1978, we have realized educational idea's great liberation. In school running, the thought of flexibly running resumed. Then private education began to grow in every area such as elementary education, professional technical education and higher education. Along with the reform of economic system, our private education kept on developing in a more ample circumstance from 1985 and the policy had present itself with some emphases, namely professional technical education, elementary education and out-school education. In the early days of 1992, Dengxiaopeng's speech in south cleared up people' apprehension. Then the reform of economic system acquired a breakthrough and private education outspread to all areas. Childhood education, high secondary education, professional technical education and adult education were the mainfield of private education running. Compulsory schooling was a makeup and private tertiary education was gradually unloosened.The historical development of policy is a reflection of the gradual change of decision-maker's value concepts. We analyze the value from two aspects i.e. private education's running area enlarged and at the same time had its emphasis. The author put forward many value vicissitudes such as removing certain apprehension bit by bit, the cognition of education's essence and the function of private education, the realistic choice of equity and efficiency, the apprehension of economic character of compulsory education and society requirement, etc.Finally, some revelations and proposals are educed. At the aspect of policy-making, we should constitute the policy of private education according to the situation of our country. We must profoundly understand the status, function and essence of private education, and propagandize it to citizens. We should persist in the private education running emphases, namely professional technical education, adult education, high secondary education and Childhood education. Based on the actual state we should permit the private schools of compulsory education to moderately develop. And more positive policy should be adopted to encourage the development of private tertiary education.
