As the most important part of the Chinese language teaching, the teaching of reading is also one of the most changeable and fiercely-argued problems that has ever been every time the Chinese curriculum Standards had been emended. We can find that there exists a revolutionary change in the teaching of reading when we compare the Curriculum Standards of the Compulsory Chinese Language Teaching of the year 2001 to the old Chinese curriculumStandards.According the theory of the teaching of reading, the Chinese Curriculum Standards takes the three dimensions of "knowledge and ability - process and methods , emotion , attitude and evaluation"as the key points in designing the training aims for the teaching of reading-to improve the students' reading ability The new teaching theory and the new training aims mean that the teaching of reading will take the cultivation of the students' reading ability as a whole . and they also mean that the new teaching of reading will surely break away from the old one , they certainly also mean that the reform of the teaching of reading will go together with the reform of the Chinese curriculum and the curriculum reform of the fundational education as well. Therefore, the stereotyped three-dimensional training aims form the premise for the development of the students' reading ability.In training the students' reading ability, the Chinese CurriculumStandards emphasiz es the core aim of training the students' "independent reading ability", which makes the old curriculum Standards' description of this problem change from an ordinary one to a strengthened one, in this case, the training aims of the reading ability of different stages join together and become an organic integration. The establishment of the training system shows that the formation of the students' reading ability is to be done step by step and there are the rules that can be used to direct the training of the students' reading ability. So the establishment of the core aim of "having independent reading ability" lays the profound foundation for the students' improvement in their reading ability.The Chinese CurriculumStandards unites the following three aspects together as a whole for the first time: a) scientifically suggesting the required inner reading speed of the students; b) strengthening that the students should be expected to master the reading methods of reading aloud . reading silently and skimming step by step ; c ) clearly claiming that the students should improve their reading speed with the point of view of regarding the speed , method and efficiency as a mutual-driving integration. In a word, this integration is surely the essential access for improving the students' reading ability.
