Studying abroad after reform and opening has deep effect ondevelopment of our country. Studying abroad is not only an importantway to develop our education and science, but also is a part of ourreform and opening policy. With the method of studying abroad, thetotal human resource becomes powerful, which leads to the improvementof our core competitiveness and comprehensive national strength. Thepolicy of studying abroad supported by state greatly benefits to thedevelopment of our country and progress of our society.The thesis firstly reviews the policies related to studyingabroad supported by state and introduces its great effect ondevelopment of our country, our colleges and universities, buildingof first class disciplines and personnel training. Meanwhile, theexisting problems are analyzed such as uncertain target, repeat andlow-level, single source of fund and not pay attention onadministrative staff.After analysis of activities of studying abroad in other countries like Japan and India, it is proposed that it is necessaryto stress on the strict selection and emphasis on administrationduring studying abroad, as well as dispatch on demand to solve theproblem like loss or overflow of human resource.Investment in Human Resource Theory is applied in this thesis.Colleges and universities should participate in the progress ofdevelopment of teachers and they should take studying abroad asimportant means to develop young teachers and total personnel. Basedon Achievement Need Theory, it is proposed that colleges anduniversities create good environment to stimulate achievement needof their teachers will result in double development of teachers andtheir university. Studying abroad supported by state, especiallysupported by its own university, is useful to the stability of itsstaff. Integrated with self-training and studying abroad, it can helpto reform on the human resource.Based on the national policy of studying abroad supported bystate, colleges and universities should actively develop theirpolicies according to their own situations. The thesis takes anUniversity in Shanghai as an example. It is proposed that it is betterto organize in low level department, which agrees with the rules suchas effect priority, dispatch on demand and multi-level andmulti-channel. The plan of studying aboard and personnel trainingshould be closely combined. By intensive international cooperation,studying abroad supported by state will be more effective. Systematic,deep and comprehensive analysis of studying abroad in the university is done, which is useful to develop new plan with its own characters,to setup rules for the implement and prediction and guarantee.The thesis tries to analyze the related problems in studyingabroad and the solve them. Not only it give a feedback to the nationaland university policy on studying abroad, but also it can be takenas an reference for other universities. The effect of policy ofstudying abroad supported by state is affirmed and it will be usefulfor our government to develop better policies effectively of studyingabroad supported by state.
