Construction Of Fund Raising Mechanism In Higher Learning Institution Of China

The economic base of China, as a developing socialist country, is rather weak. Lacking of higher educational fund will be a basic problem in China for a long time. Facing such kind of reality, the way to raise fund rationally and efficiently has become the most important task of our times which enable the higher learning institution of our country to adapt to the reform of market economy at home and the challenges of market competition abroad.All circles of society in China have paid great attention to the problem of educational fund raising since 1990s. Theorists has introduced and studied lots of advanced foreign higher learning institution's experience of fund raising. Lots of Chinese higher learning institution begin to put it into practice, but the result is not as good as planned. The main reason is that we have not transferred the information of foreign experience to the research of the theory construction system yet. Experience exists in the state of messy inlormation, all of the information must depend on the "functional software". Only dealing with the information in a certain construction can we find the rules from it and use it to guide our work. Hence, it is necessary to do some theoretical research of our country's higher learning institutional fund raisins mechanism.This article has studied the background of fund raising in higher learning institutions, and it also explored the theoretical foundation of the higher learning institution's fund raising in the view of necessity, feasibility and efficiency respectively. It has introduced seven kinds of foreign higher learning institution's fund raising: implement the policy of Charging, the model of "Outputing education", publish the educational bond, strengthen the connection of government and community, sell the technology and patent, establish higher in learning institutional company and donation andso on. It has analyzed the enlightenment of foreign higher learning institution's fund raising.It also analyzed the present situation of higher learning institutions fund raising in China by ways of interviewing and researching a number of public higher institutions in Guangdong and Zhejiang province and several private higher learning institutions in Shanxi province. The multiplicity of higher learning institution's fund raising has established, and it has achieved lots of achievements in tuition charging, but it is not the best. It is necessary for the public & private higher learning institution to help each other in superiorities. At last, the author tries to construct the fund raising mechanism in higher learning education of China in the view of the outer ensuring mechanism and the inner operating mechanism. With the purpose of prompting the development of fund raising in higher learning institutions, this construction is based on the successful foreign experience and the contemporary situation of China. The outer ensuring mechanism mainly include the following items: the government issue; the systematical safeguard to provide fund raising: the society establish the trusting mechanism to create a good environment of social morality; provide safeguard of social morality to fund raising and so on. The inner operating mechanism mainly include the following items: the administrator of higher learning institution establish the management idea like enterprise's behavior, using like the enterprise's mechanism in the process of higher learning institution's fund raising, designing the organization mechanism of higher learning institution's fund raising and so on.
