Teacher development has been researching in abroad since 1980's, but in recent years in China. Teacher development is very important for quality of our schools and interests of teachers, as a result schools and teachers are concerned about it.Second education is importance of one's growth and the whole education. How to promote teacher development, according to various phases of second teacher development, is a focus . This is the first of the study. The second is to conclude relational achievements that come from abroad, Hong Kong, hinterland and to analyze actualities of teacher development in high schools. Second teachers experience in adapt phase for teaching to acclimatize oneself to it, which embodies unique feathers. Firstly, rights and responsibilities of teacher development are out of focus. Secondly, how to combine the development of teacher with that of schools has some questions. The thirdly, teachers are eager for promoting their development under the various phases of their development. The third is to explore strategies of teacher development in high schools. Making policies guarantee teacher development. Next is to reform the system of teachers' evaluation and to construct learning organization, implementing the system of developing teachers' evaluation. Finally, development of second teachers need culture of school that encourage them innovation and help to their development.
