Nowadays, the number of the peasant workers in Chinese cities has already exceeded 97 million, and it is increasing at the rate of 5 million every year. The peasant workers, together with the unemployed workers, have increase the employment pressure. And the formal economy sectors and the traditional employment forms in cities can not lighten the increasing pressure. The governments and other departments took more measures to limit the peasant workers to work in cities than to promote and safeguard, because of the system of local authorities administrating separately based on the census register system. So it is meaningful to study the employment conditions and development tendency of the peasant workers, and to find out the way to solve the problem. This study will try to do something in this respect.By investigating the informal economy employment conditions of the peasant workers in Shanghai, taking into consideration the condition of the country and the people, as well as learning from the international experiences, this study tries to find out a way with our own characteristics to solve the problem of the peasant workers, i.e. informal employment. Developing the informal economy in the cities is a way with our own characteristics for the peasant workers, and also a way of making cakes, but not sharing cakes.This study is composed of four parts. Part I is the preface. It has introduced the background, the problem, the former documents, the aim and the meaning of the research, the innovations and the method of the research. The second part discusses the conditions and the problems of the Shanghai informal employment and analyses the causes based on the Shanghai peasant workers' informal employment. The third part demonstrates that developing the informal economy is a reforming way to solve the peasant workers' employment problem through the analysis of the inevitability;feasibility analysis and the developing obstacles. Part IV has demonstrated the prospects of the informal economy and put forward some suggestions in the hope that it may be helpful for the government to constitute the employment measures.
