College teacher flowing is itself a process of seeking the best arrangement of productive elements. The nature of human capital of college teachers requires such flow in order to bring it into full play. College teacher flow administration sets out from the humanism angle to optimize the human resource arrangement of colleges, and to coordinate and link up the relationship between teachers and relative organization for the purpose of exploiting and utilizing college teacher resources as much as possible so that the resources get revalued during the flow process.The management mechanism of college teacher flow is the main bodies built according to the ideal goal of flowing management, as well as the course, ways and operating systems of their own parts interaction. There are also many problems along with management mechanism of college teacher flow which need to be solved urgently, namely: college teachers' labor market not being standardized; administrative system rigidified and closed; lagging of the administrative ideology; administrative principles lacking corresponding reforming measures.This thesis takes the problem of inadequacy of managementmechanism of college teacher flow as the subject. The roles of market, government and colleges, and their functions and coverage are fixed respectively in the first place. Then basing on the hypothesis that the market arrangement measure is perfect and the government provides legal platform, a Partial Balance Model and a General Balance Model of college and teachers are developed out of perfect marketing system. The process and result of rational flow policy decision is thus developed, and corresponding arrangement principles are proposed.
