The 21st century is a epoch of knowedge-based economy which requires establishing learning-based society. It also requires producing a new education mode to replace the traditional education mode which came into being in the times of industry economy and was fit for it. Compared to traditional educational mode, life-long education protrudes different features. Nowadays, the idea of life-long education, which has great vitality and epoch features, is becoming the dominant idea and guiding principle for the reformation and development of education in the world. In our country, the party and government have begun to make effort to construct the life-long education system and set up the learning-based society through a series of policies, laws and methods since 1990. In the report for the 16th convention of the CPC, president Jiang Zemin further made clear and definited the aim of constructing life-long education system and thus overally building comfortable society.Community is the basic unit of society. Great attention has been increasingly paid to the community construction in the new times by our party, government and many circles as the establishment of market economy system and the arrival of transformation of society. Community education plays a very important role in community construction. It is also a specific form and contact point of life-long education. Constructing life-long education system depends on the widespread development of community education. In 2001, experimental zones of community education at national level have been enlarged by the Minitry of Education from eight in 2000 to twenty-eight in our country. Furthermore, many provinces and cities have also started experimental zones. Therefore, it is very essential and practical to launch the research on community education.Theoretically, this research aims to enrich and develop the sciences of education, education-society, community education and the theory of life-long education within my capability through the systematic study on cities community education in our country. Practically, this research is expected to be used for a reference and guidance for the experiments of cities community education that are now developing in our country. This paper chooses city community education as the research object, and researches by investigating, consulting documents and comparing, tightly combining theory with practice.The theory part of this paper tries to systematicly reflect and overally conclude new research achievements on community education. Based on explaining the basic intension of community education, this paper analyzes its features, such as its regionality, the masses, comprehesiveness and variety. City community education is a part of education, and it is also an important part of city community construction. Besides, it is a way and form to set up citylife-long education system and to shape learning-based cities. The fundamental function of community education is to promote cities' construction and development.The practice part of this paper tries to argue through using realities and manages to combine theory with practice closely. Drawing experiences from other countries especially that of America including the formation, development, characters and management of their community education, we can gain some enlightments. Firstly, our action should meet variable needs of education in modern society. Secondly, government must play the most important role in promoting community education, and all circles of society should take part in it. Thirdly, enough material objects and bases for community education should be constructed. Fourthly, we should train and shape an excellent teaching staff for it. In 1993, city community education finished the transformation from embryonic form to modern and integrated community education.
