The research methodology in the paper is documentation, and in this way the paper bases itself on the theories of education, and on those scientific explorations taken by scholars in higher education institutes. It gives a clear definition of the connotation of STDC and its basic features. It also analyses its present situation in higher institutes, in order to find out the main factors restraining science development in the higher institutes in our country, and states the opportunities faced by science development after China's entry to WTO. In this paper, drawing on the experience of the management of modern enterprises and the management of science benchmarking management, the author try to put forward suggestions on how to enhance scientific core competence, and on how to improve science innovative system in higher institutes in a detailed way. All the ideas raised in the paper are reliable and valuable to implement the fruits of STDC in a scientific way, which enhances the competitive capability of higher institutes, and eventually prompt the whole nation's competitive in the whole world. It also gives higher institutes the preferences on decision -making for strengthening STDC in practice.
