Quality-oriented education is a theme of educational reform of our country. The starting point and standpoint of all work must be all round it in education. Curriculum as key part of education, its reform and development must center on quality-oriented education. The curriculum reform of a new round basic education implements country, locality and school courses together, in order to improve the alternative and adaptability of the course. This new change makes the school-based curriculum development become the focus issue of the course reform in our country and even that of the educational reform in initial stage of 21st century. A course develops uniqueness and difference aiming at respecting the student, school and community in the school; It is a process that power and resources reconfigure in the educating system; It is a process that theory and practice enrich constantly and perfectly ; It is the important supplement of the development of the national curriculum.The 21st century is the era of the knowledge economy. The important characteristic of knowledge economy is innovating and practice. For a long time, our country has been adopting the unification curriculum all the time. The national middle and primary schools continue to use a teaching planning, a syllabus and a set of teaching materials basically, lacking the flexibility and variety . As training social talents for the future, in school the focal point of educational teaching should rely mainly on training students' innovative consciousness and practice ability. But the present teaching mode can't meet the requisition of the 21st century talent. It can't embody the requests of initiative spirit and practice ability. So curriculum reform is extremely urgently. The school-based curriculum development is exactly an important respect of curriculum reform. It has broken the situation that the national curriculum unifies the whole country in the classroom, and gives the school certain course autonomies, excite teachers and students' enthusiasm and initiative greatly, reflect the characteristic of the school. It has played the leading and promoting function in setting up the mode of running a school actually while being one's own, give play to the dynamic role and creativity of school education.But as a kind of theory and mode the school-based curriculum development are still in initial stage in our country. At present, the subject matter that we face is that the understanding of the school-based curriculum development is still very deficient and lack essential theory and practice. So the school-based curriculum development is our country's great subject of the reform of the course in the following several years. We need to raise people's understandings in this respect energetically and accelerate school's research and probe the paces that courses develop. Meanwhile we should plan conscientiously, thus promote the fast development of this cause in order to serve for improving the educational benefit and talent's quality further.This subject is adopted the method of action study and literature summary, carrying on the practical exploration of the school-based curriculum development in Jiujiang No.1 Middle School, Jiangxi Province. The procedure is divided into analyze, setting up curriculum goal, organizing curriculum, implementing curriculum and appraising curriculum, etc. I draft to make a discussion to the theory, practice history and curriculum development in our school. Hope to have drawing lessons from it and guide other schools through this course so that our practice can be reviewed constantly and revised perfectly at the same time.
