On The Evolvement And The Restructure Of Urban Community Organizations In China

This graduate thesis studies the evolvement and the restructure of urban community organizations in China, mainly including the aspects as following: 1) the development of China urban community organizations after the Liberation, 2) the basic functions of China urban communities, 3) the restructure of the community organization in the situation of socialism market economy.Understanding the basic functions of communities correctly are the foundation of restructure of community organizations. Urban communities are a multi-purposes combination, which plays an important role in politics, economy, culture and social security of the nation. The changes of the general responsibility of the government are the main factors, which drive the administrating method reform of urban community in China.Community governance is the process that government, community self-governed organizations and the units located in the community united to make the life in community smoothly by following certain institutions to process the community issues and improve the community welfare all together, which express the distribution relationship of resources between the ruling subjects in the community concentrating with the core power. The characteristics of community ruling are multi-focus, equality, cooperativeness and democratic.In order to realize the effective governance, the functions of the community organizations shall be in effect. And some further jobs must be done as well: regulate the functions and the rationalization of the organizations.In traditional community governance structure, resident committee exists as a self-governed community between government and residents, it's an organization owns some self-governed functions and some administrative function of government. It's functions shall be unproved to come back to the identification of residents self-governed organization.In current structure of self-governed organizations in community, resident representative meeting is the formal deciding branch theoretically. But in fact, it's evolved into an organization execute the decisions of resident committee and didn't realize its function. The key to realize the function of the resident representative meeting is strengthen the deciding function and weaken the executive function and reform the election method of the representatives and the method of holding theresident representative meeting to make it's institutionalized and regularly.With above understanding, the thesis maintains the idea to restructure the community organizations in three aspects: dividing the functions of government and the self-governed organizations in community rationally, ensuring the active boundary between government and the self.governed organizations and making them work effectively; dividing the functions between the self-governed organizations rationally, regulating their individual activities; dividing the functions of the resident representative meeting rationally, strengthen the deciding functions and ensure its decisions effectively and scientifically.The conclusion of the thesis is that the evolvement and the restructure of urban community organizations in China is the inevitable product of the reform of the national administrative method to the society and the product of opening and modernization of China. To promise the effective governance in communities the power equilibrium and functions dividing between the subjects in community organizations are absolutely necessary.
