A Study On The Involvement Of Social Work In Community Organization’s Participation In Community Governance From The Perspective Of Empowerment

In 2017,the Opinions of the Ministry of Civil Affairs on Vigorously Cultivating and Developing Community Social Organizations proposed the cultivation and development of community social organizations.In 2020,the General Office of the Ministry of Civil Affairs issued the Special Action Plan for Cultivating and Developing Community Social Organizations(2021-2023),emphasizing that the special action for cultivating and developing community organizations should be carried out in 3 years to promote the high-quality development of community organizations.Let community organizations play a better role in grassroots governance,and the report of the Party’s 20 th National Congress in 2022 also stressed the development and strengthening of the power of the masses,and the construction of a social governance community where everyone has responsibilities,everyone is responsible,and everyone enjoys.In the past five years,various documents issued by the Ministry of Civil Affairs have focused on improving the effectiveness of social governance.Community governance is an important part of social governance,and the important subject of community governance is community organizations.At present,a large number of community organizations have been cultivated,and there are many problems in the process of community organizations participating in community governance,such as insufficient opportunities to participate in community governance.The ability to participate in community governance is weak,and community organizations have not played their due role.Therefore,this study focuses on the involvement of social work in community organizations’ participation in community governance,and carries out practical research in the process of Beijing’s J and L community organizations’ participation in community governance,so as to maximize the role of community organizations and supplement the shortcomings of research on social work’s involvement in community organizations’ participation in community governance.By reviewing relevant literature at home and abroad,it is found that the existing literature mainly focuses on the cultivation of community organizations,and there are few studies on community organizations’ participation in community governance.During the internship,I enter J community,give full play to my professional advantages of social work,and intervene in the process of L organization’s participation in community governance.Using the method of interview,questionnaire and participatory observation,this paper fully analyzes the development status of community organizations and the dilemma of participating in community governance,and analyzes the necessity and motivation of community organizations participating in community governance.From the perspective of empowerment,the practical process is divided into three stages,namely,community mobilization stage,organizational construction stage and participation in community governance practice stage.The three stages of the practical process complement each other and cooperate with each other,and the process and result evaluation of the intervention effect of social work are carried out.Finally,it is concluded that the application of empowerment theory can improve the ability of community organizations to participate in community governance,empower community organizations from the level of individuals,organizations and communities,and it is easier for social work to connect more external resources for community organizations.The conclusion is that the professionalism of social workers needs to be improved,the community governance activities lack innovation,and the interaction between community organizations and ordinary residents is less.Social workers should improve their professional ability,community organizations should innovate ways and methods to participate in community governance,and build a platform for community organizations to participate in community governance.
