The development and reform of higher education has been the hot point in the 21'st century. The main reason that higher education needs reform is the rapid development of advanced technology, information society and the appearance of digit world and the knowledge's renewal. New environment such as global internationalization tendency, change for social demand of education product, higher education's management mechanism and the short of creative and high education people for society development, social demand, apply for new research topic and challenger. Which education & teaching management mechanism can be adopted for educating wide orientation and knowledge compounded talent for nowadays or future society? The practice that foreign and domestic universities adopt credit system certifies that credit system is a good teaching management system for educating creative talent. This paper discusses China university teaching management based on credit system and does explore thought for reform emphasis and question among present credit system's reform.There are three important aspects among the reform for credit system teaching management. Firstly, people should change traditional education conception. The premise qualifications to enforce university credit system teaching management is coming to being proper talent educating perspective that people are the basement and students are the masters. The reform for system can not go with the new thought and perspective which guide to build up the new system. The change of educational perspective provides important insurance for the smooth implement of credit system. Secondly, reform management system. Building up reasonable teaching management system is the strong system insurance for the credit system's smooth implement. The system includes lesson selection, advisor selection, learning position management, pay for credit, and honours selection. Thirdly, reforming teaching methods and applying for converse education. Converse education is a new educational perspective in west developed countries and play an active role in developed and developing countries. Converse education is onbehalf of infallible tendency for education development which is a more reasonable education. If converse education can compound with credit system perfectly, they will play a unvaluable role in the cultivation of high capability talent of China higher education. Converse education calls for democratic human relationship and personal open thought, respects difference and encourages peculiarity. Therefore, converse education has active significance for credit system creative education and can help students educate creative spirit and creative capability.During nowadays China university credit system reform, people should insist on totally implement, impel emphasis and from macro-points to little-points and profound steeply. Universities should use every kinds of strength to push on credit system reform to build up totally credit system.
