With the development of social and productive forces, the credit system as a new teaching and learning management system replaced the school system and spread in our country. However, most colleges and universities are actually used a Chinese products which is a combination of academic credit system and school system, namely, credit-based system.The author defines the credit system as a teaching and learning management system to calculate the amount of student learning. It depends on the number of hours in each semester spend on instruction, laboratory, internship and extra-curricular. It provides a total graduation credit, according to related rules, for example, different courses have different requirements and give different credits, furthermore, it regulates various professional courses have different total credits. The author claims the problems of the implementation of the management system refer to such problems which are generated in the continuous development of a sound credit system in the process of collision with the reality of the educational system, rather than defects in the management system itself.In this article, the author adopts theoretical research, literature research and comparative research methods. The author reviewed the history of higher education credit system in our country and summarized the obstructive factors appears in the process of the credit system implement in our colleges and universities, such as the highly centralized management system limits academic development which emphasis on freedom, and elective relevant supporting system development in the context of the credit system is not sound, the immaturity in the development of mutual recognition, the high cost of the allocation of education resources, the simplex teaching management model, the difficulty in managing teaching and so on.The author uses pedagogy and management theory to analyse it from two dimensions, the obstacles and barriers in the external and internal management of higher education. For example, the barriers in macro-management issues such as mutual recognition of credits system and colleges school resource sharing system has not been perfect, the financial management system and the credit charges do not match the implementation of systems, centralized course management system rigid, college school autonomy few; faculties agency set up, teachers, administration, academic management, financial charges, resource allocation, curriculum and other barriers to micro-manage. Spread out to exploring revelation and countermeasure in depth from two levels with external governance and internal management in colleges and universities to improve the implementation of the credit system in China.In general, credit system is objective requirements of the development of social economy, technology and culture. Exploring and researching the barriers of university credit management system in China is the only route to transport compound senior personnel for our society It can assure higher education has a sustainable, healthy and rapid development.
