The implementation of the credit system teaching management is an important part of the establishment of a modern system of higher education. At present, the credit system has been widely implemented in Chinese universities. Theoretically speaking, the credit system has its own superiority, and reflection of the superiority depends largely on the effectiveness of teaching management. After the implementation of the credit system, how the effectiveness of teaching management is? How to measure the effectiveness of teaching management? How to improve the effectiveness of teaching management? The series of questions are worthy to do a detailed research. Study on the effectiveness of teaching management will help to improve the teaching management, optimize the teaching management mechanism, promote the improvement of teaching management performance, and ensure the teaching management goals, and in order to maximize the effectiveness and efficiency of teaching management.Credit system related research in China has been more active since reform and opening. However, the specific studies on the effectiveness of credit management have not found. This study, with focus on the effectiveness of the credit system teaching management, using the methods of literature study and investigation, with the guidance of the basic ideas of the system theory and modern teaching management, firstly analyze the content and features of teaching management based on the credit system; Then analyze the relationship between the effectiveness and teaching management, and also explore the evaluation factors of measuring teaching management based on the credit system and set the index system and do an analysis of the surveys of the effectiveness of teaching management from the three universities which implement the credit system. Finally, propose to improve the effectiveness of teaching Management based on the credit system. This paper argues that the basic structure of the credit system determines the content of the teaching management in the context of credit system. The basic structure of the credit system is consists of three parts: the files of the credit system, the credit system and its operations support systems. The content of university teaching management based on the credit system mainly includes the following parts: the management of training plan, the management of teaching process, the management of student's status, the management of teachers and students, the management of administrative personnel and the management of teaching quality and infrastructure. Teaching management based on the credit system has several characteristics: with the integration of the openness and flexibility, the complexity of choice, diversity and personalization and the information and network.Universities change the academic year management to the credit system management, with the aims of reforming the students'training mode under the past management system, promoting quality education, deepening the educational reform and improving the teaching level and quality. This paper argues that the realization of the effectiveness of the management depends on learning the realization, management and use of the effectiveness of the management.The evaluation of management effectiveness of universities'teaching management is a very complex issue, difficult to fully assess. Without the considerations of impacts of the external environment and internal environment of school on the management effectiveness, from their own investigation of their effectiveness is more realistic and feasible. From the aspects of whether management decisions adapted, whether teaching management objectives achieved and whether the effectiveness of teaching management improved, this study can measure its effectiveness. Because of many factors can not be measured with quantifiable indicators, the evaluation of management effectiveness should use the qualitative methods, that is, find the evidences of proving the effectiveness of teaching management through the provision of supporting materials, surveys, and seminars and other forms.This study selected three universities in Guilin which have implemented the credit system to survey the effectiveness of teaching management, and find that the compliance of the teaching files, basic systems and the operation ensure system is not enough. The reasons are: from the view of internal school, mainly because that the main idea of some teachers are inconsistent with the concept of credit education, school personnel matters have been handled improperly and the universities are short of the running funds. From the view of external school, mainly due to the management functions can not be suited to the management system because of the special development and social realities of the credit system.Finally, considering the above issues, this paper proposes the following measures and suggestions to strengthen the internal teaching management of universities. Firstly, renew the education idea; secondly, establish people oriented ideology; Thirdly, consummate the credit system; Fourthly, standard teaching process management; Fifthly, pay a great attention to the details of the management; Sixthly, strengthen the teaching management group construction; Seventhly, strengthen the teachers group construction; Eighthly, need to consummate the network facilities and raises the network management level.
