In the 21st century, the knowledge is dominated the orientation of the society. The competition between countries is the competition of talent. The competition of talent becomes the first choice of the countries. Since the new China's founded, especially since the opening up policy is carried out, the exploitation and usage of the talent is the important topic for the different department of the government. The strategy of explicating the talent is the strategy of China. On the other hand, during the exploitation of the talent, there are many problems. The institution of the government cannot comply with the reality of China. They seriously damage the exploitation of the talent. So , the reach on the exploitation of the talent become necessary and urgent ?This research topic takes Zhengzhou for example .The topic looks back our development of talent resource during the period of "the ninth five years ". It finds out the main problems and analyzes the cause by making use of the general theory of developing talented resource .It promulgates that the main cause of influencing talented recourse development is impediment of system. It studies the blazing new trail in talented system by means of concrete evidence analyzing, theory analyzing, comparison analyzing and material analyzing. It also gives countermeasure and suggestion in system reform of talented resource development. Meanwhile it designs some important specific system. From the research, it tells us that to carry out talent strategy well, to make sure the practical effect of talented resource development, to establish a large group of talent with high quality, we must make the system reform base and establish a standard system .We must also provide long ensure for talented persons--the support in system.The article includes six parts. First part is the introduction. In the second part, the article discusses the related theory of the exploitation of the talent. Then the article discusses the practice of the exploitation of talent in Zhengzhou, and theinstitutional obstructions, which affected the exploitation of the talent. Based on the above analyses, the article puts forward some suggestions to solve the problems. At last, the article gives the conclusions of the research.Main and creative point that this lesson have: Bring up the institutional key of perfect and national public official to want in public official legal system developments the aspect make to make progress; Putting forward the institution of the Nonprofit departments' using the talent. Bring up to become the " programming, selection, training, guide" of village talented person resources development mechanism; Bring .upped the development direction of the talented person's market, namely; Want to establish to unify to open, compete to have the system in talented person market of the preface in the macroscopic aspect; Bring upped the personnel lawmaking the demand the aspect that notice with the point.
