With higher education facing with the popularization challenges in our country, University talent training quality draws much attention. And new institutionalism, as a new method, stresses the institutional importance to social development. It is necessary to analysis the relationship between educational institution and talent training quality by the institution theory framework.On the basis of previous study, it points out that education institution is endogenous resources, and its function realization is directly related to the talent training quality. Around this point of view, it discusses educational institution function in the talent training quality, the institutional factors to affect the quality and education institutional reform strategy these three problems.The dissertation proceeding from educational institution function in the talent training quality, make an analysis of educational institution composition, discusses educational institution function structure, establishes function structure model of educational institution in the talent training quality, highlights influence institutions of talent training quality.The article tries to explain the effects of university personnel training institutional factors with institution changes and path dependence theoretically. The way of education institutional change in china is government-dominant, partial, gradual, compulsory; and this manner lead to institutional defect. In the institution supply aspect, it appears institution deficiency and delay. In the process of institution change, University, government, society, college students raise new taller requirement to talent training. Central and local also exist in conflicting interests. Most of these become institutional barriers to talent training, and further affects talent training quality.The path dependence of personnel training mode leads to today’s personnel training utilitarian and convergence; the path dependence of university management model leads to the administration of modern university management; the path dependence of education stereotypes with traditional cultural plays the role of maintaining the original initial state of the educational institution. The above path dependence hinders the innovation of the educational institution, and becomes the institutional obstacles to improve the quality of our university personnel training.Finally, the depath construction between the educational institution and the quality of personnel training is summarized. In order to change this relationship, we need to start from the methods, procedures and content entity of the educational institution. First of all, the changing environment of the education institution of the university personnel training needs to be improved. Next, the path dependence of the old education institution needs to be broken.
