With the rapid development of informationalization, great changes have taken place in education , including instructional methods content and ideological idea and so on. Facing the challenges both from education system and from informationalizational society, we have to pay more attention to train information literacy (IL for short) of college students, especial those in normal universities who will be teachers in primary and middle schools in the future. The level of their IL will affect the quality of basic education and affect training innovative talents. IL education of normal school students in backward Gansu province has significant realistic meaning in reducing the wide digital gap and education quality between the west of china and the east developed districts. The thesis puts forward eight practical countermeasures on IL education after surveying the present condition and probing the impact factors on the basis of defining IL. Performing these measures will promote IL of normal school students and provide many elementary and secondary schools with excellent teachers. It can ensure the quality of basic education and also can promote the process of infomationalization.The thesis studies the normal school students IL in Gansu province. Through the way of talking, survey, document search, questionnaire, inductive method, deductive method and etc., the thesis analyses the status quo and the cause of normal school students IL and makes countermeasures.The first part is an introduction which elaborates the reason of the theme selection, research background, present situation, purpose, significance and study methods.The second part analyses and defines information literacy. This part reviews the IL development and evolvement. Then it summarizes IL content, including information consciousness, information knowledge, information capability, information moral these four aspects. Then we can get a correct idea of IL.The third part summarizes status quo of normal school students IL. After studying standards on IL made by the domestic and abroad experts andmaking a survey of normal school students IL, it points out the present problems and difficulties, probes and concludes the reasons.The fourth part is an important one. The thesis puts forward eight counter-measures according to the situation of normal universities in Gansu. The first one is to gain modern education idea. The second one is to provide excellent environment by promoting informationalization. The third one is to strengthen education reform and advocate IT in use in teaching. The fourth one is to train teachers IL and offer good teachers to these normal school students. The fifth one is to accelerate curriculum reform and afford courses on IL. The six one is to make IL standards for normal school students and add IL into student evaluation. The seventh one is to strengthen cooperation and resource share among these colleges and departments. The eighth one is to advance information moral of normal school students by different means.The fifth part is the summary. In this part, the author points out the achievements and deficiency of the thesis. Then the author states the direction of further research.
