As a new field of curriculum studies, research on curriculum policy is attached more and more importance by many experts and scholars. Curriculum policy decides the traits of curriculum, has much to do with curriculum decision-making, limits curriculum design and implement, and exerts great influence on curriculum reform. However, various curriculum policies are made under the guidance of policy orientation. Different curriculum policy orientations lead to different aims, modes and contents of curriculum policy. It is necessary for us to reinforce the research on curriculum policy orientation, because it has much with the success of the reform of Basic Education's New Curriculum. Based on the analysis of curriculum policy orientation, from the international comparative viewpoint, this dissertation discusses the types and trends of curriculum policy orientation by using literal analysis, logical contemplate and historic approaches, in order to enrich the research of curriculum policy and put forward some advice for the ongoing curriculum reform of basic education.This dissertation consists of five parts.Part one, "Introduction", points out the reason, significance and research methods of this research.Part two is the essence and characteristics of curriculum policy orientation of basic education. This part elaborates the definition of curriculum policy, the essence and characteristics of curriculum policy orientation.Part three analyses three curriculum policy orientations of basic education. This part expounds theoretical base, basic viewpoint, practical result and evaluation of three curriculum policy orientations, which are state-based, local-based and people-based, by separately considering France, Britain and America as an example.Part four is an analysis of policy orientation of basic education's curriculum reform. This part expounds the centralization and decentralization of curriculum authority by considering China, America and Britain as an example.Part five probes the trend of basic education's curriculum policy orientation.
