The value orientation of music education at the foundation stage of education that there are many confused for our country. It is necessary to research it when we feel these confusion. In this study, we start from the development history of music programs on American and Chinese, respectively, and summed up the characteristics Of value orientation of music curriculum at different stages. The factors of cultural character, education thought, political and economic of the value orientation about music courses also to be analyzed and compared around the United States and Chinese.In order to get a deeper understanding as the characteristics and to reveal the drawbacks of the value orientation of music programs in development process, so as to promote the construction of the values of our music curriculum.The paper involves four parts and ten chapters. The first part "Looking back in history", a total of three chapters; The second " Analyzing of causes ", a total of three chapters; The third "Reflection and Inspiration ", a total of two chapters; The fourth "looking ahead", a total of two chapters. The content of chapters as following:The first chapter studies the development thread of value orientation of School music education in China.It be divided into Infancy period, start-up period, construction period and tortuous period of development, stagnation, boom on our school music education. We look for values Statements associated with the music curriculum from the literatures (eg, documents, curriculum, curriculum standards, etc.) of different stages in music education. In accordance with these statements, outlines the thread of the value orientation of Chinese music course and sum up its characteristics. The second chapter studies the development thread of value orientation of American music program. School music education in American be divided into Infancy period, start-up, construction, development and reform period. We look for values Statements associated with the music curriculum from literatures (eg, documents, curriculum, curriculum standards, etc) of different stages in music education.In accordance with these statements, outlines the thread of the value orientation of American music course and sum up its characteristics.The third chapter is to compare development thread of the value orientation of music education on music courses of American and Chinese. The content Of the comparison is the content and connotation of value orientation of music courses in different stages; The comparison of the feature of music programs in development process. On this basis, the similarity and differences between them were analyzed.The forth chapter is to analyze and compare the cultural factor of value orientation about music courses. Studies suggest that the value orientation Chinese music program shows effect of Confucianism of China's traditional culture; the value orientation of American music programs shows effect of Multicultural on United States. The value orientation of music program reflects respective dependencies for cultural traditions themselvies. The difference is the distinction Of "unity" and "multiple", "social standard" and "individual based"The fifth is to analyze and compare the education thought factors of value orientation in development and change process about music courses. Research considers there is a closely relation with education thought that every major shift of the value orientation on music course. They have received the impact of values of Dewey's pragmatism and advance on values conflicton of social and Humanism. The difference is that the theoretical system and development trends are different.The sixth chapter is to analyze and compare the political and economic factors of value orientation in development and change process about music courses. Research considers there is a closely relation with the political and economic development that every major shift of the value orientation on music course. Their development are subject to the constraints of traditional political culture and political and economic at different historical stages. But both of the politicization trend of moral value exist the differences Of "obvious" and "hidden"" between American and Chinese; It exists a Dynamic relationship Between the value orientation Of music curriculum and the development of political and economic; The development of political and economic bring the differences of value perspective.The seventh chapter concentrates on the reflection of history and the scrutiny of reality around the development history of value orientation on music curriculum. The reflection is mainly based on the various form factors of value orientation on Chinese music curriculum; to Sum up the traits of development on the value orientation of music curriculum and compare its similarity and difference with previous music courses, to bring a number of worthy thought.The eighth chapter concentrates on the enlightenments on the value orientation of American music education.
