The elementary and secondary education curriculum reform advocates an idea of 'People Centrality', which gives a challenge to present school administration of the elementary and secondary education. This paper firstly discusses the background and current conditions of curriculum reform, then investigates the three main factors of school administration: education concept, school administrant system, school administrant mechanism and their interrelations. And also the relation between the curriculum and these three main factors has been discussed. The questionnaire, concerning these three factors, has been designed and the results about the current conditions of the school administration in elementary and secondary education and the problems that exist have been obtained by analyzing the data with certain statistic techniques. In the last part, some measures concerning these problems are presented.
