The curricula reform of elementary education advocates a kind of principle for "make people the center". And this new principle puts forward a challenge to the current school administration model of primary school and middle school. A new school administration model which suits to the reform goal and request of curricula reform should be constructed on the base of the current conditions of elementary education school administration, to promote school administration level and efficiency, to build a flat for the curricula reform, to enhance the course of current reform.This thesis analyzes the current research situation in this field at home and abroad, makes a brief comments to the relevant theories and analyzes the faults of traditional school administration model overall by using norm analysis, comparative analysis and quantitative research and nature-determination research. It also puts forward the hypothesis of constructing new school administration method by learning from domestic and foreign successful theories and experiences on the basis of the above research. The author firstly makes a scientific definition to the school administration model, then, illustrates the principles about constructing new school administration model, works out the basic frame of new school administration model. Meanwhile, the author explains the initiative, creativity, open, humanism and cooperative feature of this new school administration model. The final part of this thesis poses the protection system and measures from various aspects of school administration in order to guarantee the implement of the new school administration model.The study of new school management model is active and meaningful under the conditions of elementary education reform. Particularly, the analysis about the inner relation between new curricula reform and school administration and the frame, feature and protection system of new school administration model the author offered not only have certain creativity value, but also provide beneficial reference for the school administration work and the curricula reform of elementary education.
