The teaching service administration as a research topic is meaningful because it occupies the central position in the management of school, ultimately related to school education which is able to reach a goal. I try to put forward measures to improve the management of the senate on the basis of defining the main content of the secondary teaching service administration and on the basis of treatment to the existing problems of teaching service administration which are not suited to the new curriculum, through the control of modern management theory and school management theory, in light of the challenges of the new curriculum to teaching service administration. I hope to achieve the purpose of reality of the following through the issue of research: to guide people to establish standardized management concepts and upgrade the management level, to promote the standardization of the teaching service administration towards the development of standardized, to promote the sustainable development of school, and to promote the creation of excellent environment of protection for the implementation of comprehensive and in-depth for the new curriculum, to provide some understanding or reflection for the people who deepen study of teaching service administration .I make analysis of existing theories and practices of the status, according to the path of thinking of the theory - practice and practice - the theory, using research ideas of combination of theoretical analysis and empirical analysis and strategy of thinking in this article. The research methods used are: speculative analysis of Literature Review Act and historic and sentiment and multi-disciplinary nature of the subject and other speculative analysis, empirical analysis of observation methods and survey methods and statistical analysis method of quantitative methods and types of evidence.The study concluds the following:Modern management theory is the theoretical cornerstone of system management of the affairs of school teaching, research results of school management provide a new theoretical foundation for the study of teaching service administration.The implementation of the new courses has brought new challenges and demands to the overall quality of managers of the senate and the system and the model and the approach of teaching service administration.The contents of the teaching service administration are considered richer and more complex than ever before with the implementation of the new curriculum. From three perspectives: Teaching Service Management is the meaning that it is management of configuration and control to teaching elements and it is management of regulation and control to elements of the teaching environmental conditions in the implementation process of teaching and it is supervision and control to teaching goals and teaching quality.The existing management does not meet the academic needs of the new curriculum reform, the signs of appearance: we have more empirical management and rigid management and rough-management, but we have a lack of scientific management and flexible management and fine management. In short, the current teaching service management is at a relatively low level.The measures improving the existing educational management are: (1) to standardize the management of the establishment of the principle of clear guiding ideology. (2) to improve the traditional management system, to create a new system of management. (3) to strengthen the building of the Learning Organization to improve educational administration and improve the learning ability. (4) to make improvements in management structure and to establish a grade of the flat-oriented system.(5)to engage management of a comprehensive and the whole process and the whole personnel using scientific methodology of the theory of system and information and cybernetics and total quality management philosophy, etc . (6) to make full use of modern information technology and engage management according to the information systems of management.
