Our country has already step into Xiaokang society, and economy continuously growing fast. Higher education can provide the intellects for the construction of Xiaokang society. On the grounds of Human Resources Management and Human Capital Investment Theory, human resources are the first resources of college, and teacher group is the core resource. This article basis on the background of Hunan economy, indicate that Hunan link, the west and east provinces, still stay in the middle age of industrialization and lack of competition. With our country enjoying the WTO, we should deal with the challenge, which global educational services bought. All these facts bring both opportunities and crisis for college teacher group construction. So building the college teacher group is the last problem we need to research.Construction of Hunan college teacher group undergo a difficult experience, it can be divided into three parts: before the Culture Revolution; from after the Culture Revolution to before increasing recruitment; After increasing recruitment nowadays. Hunan college teacher group become better and stronger, especially after increasing recruitment of 1999, it gains more development and achievement.Although seen from history of Hunan college teacher group, it gainhistorical leap and effects, the supply quantity is still insufficient and the degree is low, also the specialty structure can not catch up with the pace of economy.As regards to the above character of Hunan college teacher group, many problems are discovered.
