| Educational equity is a fundamental view of value and guide line on education,which means the extending and deepening of the value of social equity on educational fields.lt includes two aspects of equity on educational rights and educational opportunities.During the course of social transformation impelled by the socialistic market economy in our country, the function and effects of education as the means of living and developing for individuals become more and more important.The competition for education chance and rights in fact means the competition for the rights of living and deveolping,thus the comprehensive attentions to eduational equity. Moreover,the educational equity problm becomes increasingly serious because the regional difference,difference between urban and rural areas,poverty and richness increase with the social transformation and the development of the market tendency of education.This paper interprets the meaning of educational equity and the problems in the social transformation and prsesnts a way of thoughts to promote educational equity in the course of social transformation.The paper argues that an equitable educational system is required to assure the educational right of each member and its accomplishment through a way of full efficiency and equity,and the equal free chances of educational choice for a citizen. Furthermore,achieve the reasonable and ordered status of the entire educational opeuation mechanism in the basis of public rationality.Therefore, the focus is not the historic difference of development, but the institutional cause from which the educational equity problems derived. It is the problem how educational right and obligaton be allocated reasonably and achieved realistically through instituional arranegments bythe nation authorities.The essential approaches to promote educational equity include the increase of educational input,the allocation of educational resources in reason, the educational policy making in equity,the establishment of educational evaluating and upgrading mechanism, the discrimination between right and obligation of educational principals.In the course of social transition in our country, the demand for high quality educational resources increases rapidly because of the outstanding effects of education functioned as the important surviving and devloping means of individuals. On the other hand,there exist serious problems in the fields of educational equity because of the lack of aggregate input, inconsequence of resources allocation and the shortage of policy making , all of which has influenced the accomplishment of social equity. |
