Since the 18 th National Congress of the Communist Party of China,with Xi Jinping as the general secretary of the CPC Central Committee,they have pr oposed the strategic layout about forming a comprehensiveWell-off society,deepi ng comprehensive reform,according comprehensive law to Regulate our country,and managing our party strictly.At present,China is during the period of transi tion of our society,it is difficult to avoid the conflict of all areas of society,all aspects,all kinds of interests and contradiction,among them,fair education i s a prominent problem which is derived from the transformation of our societ y.What we called educational equity should include two aspects,one is that our country based on the educational resources to make education resources to be configured,the other is that our government ensures all members of society have the right of fair and equitable treatment when they acquire public education resources according to the actual situation of society.According to the connotation of fair education,in present,our country has many issues of inequity education,especially the basic education of the secondary schools and it has a new form during the period of the transition of our society,such as the education gap between urban and rural,regional disparities,gaps of classes and the disparities between school class and so on.according to my survey about Wulian country Rizhao city I know the reason is mainly due to the transition of our society,which leds to the conflict of a full range of traditional and modern,and result in significantly increased of polarization of urban and rural development,severe regional disparities,social inequality distribution of income,coupled with the lackness of government public functions,all kinds of corruption in education and so on.Finding the fulfilment of educational equity,the adjustment of policy should be the most important policy.Therefore,how to solve the problem of the field of education through institutional arrangements should us pay more attention.All in all,during the period of the transition of our society,in order to further promoting fair,we should exert efforts in the following aspects: Firstly,we should transformate the government functions,promote the capacity and level of government,bear our duty really;secondly,we should establish a fair mechanism of education policy operation,and make the widening gap between the urban-rural gap and class much smaller;thirdly,we had better further complete the educational legislation,and utilize law to makesure the fulfillment of educational equity.According to the important measurement about carrying out president and teachers as the urban and rural compulsory education resource and running education which people are satisfactied,the important measurement is the CPC Central Committee decision on deepening reform of the overall number of major issues.Finally,the profound changes in the economic system of profound change,will structure the pattern of interests profound adjustment,profound changes in ideas,in a transition period at this stage both brought great vitality to the reform and development of education in China,but also to enter a new historical development stage of education has brought new opportunities and challenges.
