As progress is being made in carrying out the policy of Western China exploitation, the problems of education in Western China, where economy is in a comparatively low level, becomes the focus concerned by more and more educators. As one of the members who had been there for helping teaching, the author analyzed the factors that limit the development of Han schools in Western China, taken the case of educational condition in Zhao Su county of Xin Jiang Autonomic Region, from a sociological perspective by means of combination of quality and quantity studies and sought for a way improving the Western Han schools so that slight contributions from the author could be made for the development of Western China.There are 3 parts in the paper: the introduction to Zhao Su county, analysis of factors limiting development of education and prospect of developing strategies. In the first part, the overall educational condition of Zhao Su county has been explored. In the second part, the main part and the core of the paper, analysis of those factors limiting the development of Han school from 3 aspects: economical, cultural and educational. The low level of production and economyis the critical point that limits educational development. And the out-of-datedthoughts, convention and special racial policies are the cultural factors. These 2 are in a macro-level. In a micro-level, inner factors are poor management and educational qualities,In the third part of fact-persuing and innovation, on the basis of facts, the paper gave a set of proposals improving the present education.There are 4 aspects should be concerned: prerequisite: building new thoughts and better educational environment; guarantee: increasing the fund for education and fostering the development of education; critical points: raising the quality of educators in the human-centered direction; tendency: union Han and other racial schools and developing together. Furthermore, in the part, the analysis of union of schools reflected a certain kind of factual meaning.
