Study On The Administrative Reform Of China's Institutes Of Higher Learning

The administration system restructuring is the essential and difficult aspect in the reform of China's institutes of higher learning. The administration system restructuring involves both the educational administration system restructuring and the internal restructuring of the institute of higher learning. Though continuous experiments and explorations were made, owing to the actual situations and existing national system, the reform is not geared to the whole system but still targets locally. As a matter of fact, the side effects have affect the overall progress of the higher education reform and , to some extent, hindered the process and increased the cost of the reform.It is urgent to restructure the administration system of China's institutes of higher learning required by the mission of higher education, the influence of social surroundings and actually existing problems. Hence, government and the institutes of higher learning should analyze in depth the existing problems, locate the cause and actively find a solution. Efforts should be made to transform the governmental functions, expand the management rights of institute of higher learning, strengthen macro-control and reform means and mode of management. Meanwhile institute of higher learning should update its mind to abandon the concept of power worship, advocate academics to be the authority, timely adjust its role of management, speed up the reform of personnel affairs, distribution and social security system, activelyintroduce a market-oriented mechanism and concept of management to upgrade the turnout of higher education and promote the further advancement of the reform in this regard.
