School-based management having firstly emerged in U.S.A., is now a hot spot in the world' elementary education reform. The research on it offers valuable reference to both the elementary education reform and the implementation of the principal-management system in China .This thesis is composed of a preface and five chapters. Chapter I traces back the emergence and evolution of the school-based management by talking about the following four points: the background, the fundamental theory, the stage and impetus of its development. Chapter II shows the current situation of the School-based management by explaining the aim, content and patterns of it. Chapter III gives comments by revealing the characteristics, advantages and disadvantages of it. Chapter IV compares the school-based management and external management, and then points out the importance of dealing with the relationship between internal management and external management correctly. On the basis of a systematic illustration of principle-management system and its existing problems in China, Chapter V compares the school-based management with the principle-management system of China, and then poses the following inspirations: the transformation of government function is the essential prerequisite for the implementation of principal-management system; the qualification of principles is the base for the principle-management system; to carry out different patterns in different areas and in different stages is the crux of that.
