Inner Mongolia is an autonomous region with Mongolia minority as main body. It has its own cultural background and economical development type different from those in other provinces and regions. In the past the school educational contents of curriculum have been paying more attention to the culture of Han nationality, but taking little notice to the cultural background of Mongolia nationality and other minorities in the region. Therefore, in order to realize the aims of national education to serve national region, it is indispensable to find the deficiencies of the existing local curriculum and to construct the local curriculum system with national characteristics by seizing of the chance of current curriculum reform of elementary education.On the bases of my survey, there are little local curriculums and correspond subjects with the feature of the history and culture of Mongolia nationality; some old ideals exist in guiding thoughts of local curriculum in Inner Mongolia region; aims of development and construction of local curriculum are neglected; national cultural resources are not explored and exploited. By analyzing and expounding of these problems of local curriculum of Inner Mongolia and using the research methods of document, investigation and comparison, with the guide of local curriculum theory and multi-cultural theory, the paper comes up with constructional proposals about thedevelopment and implementation of local curriculum in Inner Mongolia region.This paper includes five parts.The first part is about the research and tendency of development of local curriculum. The concepts of local curriculums, the relation among Three Levels of Curriculums, and between multi-culture and local curriculum are presented.The second part is about implementation and reference of local curriculum both home and abroad.The third part, the review of the present situation of local curriculum in Inner Mongolia region, analyses the survey of the local curriculum, and its deficiencies.The fourth part is about the basic measures of development and implementation of local curriculum in Inner Mongolia region. With the guide of local curriculum theory, the development and implementation of local curriculum's principle, object, compiling, implementation, evaluation, resources and teacher-training for local curriculum in Inner Mongolia region are explored respectively and some concrete countermeasures for developing and constructing local curriculum are offered under the new elementary educational curriculum reform background.The fifth part, conclusion and anticipation, summaries the paper and expounds the value of the research and the future further research.
