Modern educational evaluation has become an important field of international educational science after nearly a century' s development. Government has been concerned with educational evaluation. Since the world war II,the trend of the educational reform was set off and its effect was urgently tested through educational evaluation. At present, many countries developing discussion and study on educational evaluation and require reforming irrational regulations, making it more fair, more scientific, more objective , more rational. Educational reform is a break through of reforming educational work.The article study the following field:(1)the meaning and the background of the portfolio evaluation , The portfolio evaluation belongs to the qualitative evaluation, it is a kind of education evaluation which appear in the middle of 1980' s in the United States. It has been applicated in the educational practice for more than ten years in abroad educational practice , but hasn' t been given a unitary definition. The article mainly expound the background of the portfolio evaluation in the sides of new course' s value outlook, knowledge outlook , course surrounding, course study pattern, times spirit.(2)Theory basic of the portfolio evaluation:The article meanly expound three theory basis of the portfolio evaluation . The Theory of Multiple Intelligence was put forward by Garden. H in 1983 We can draw the following inspiration from The Theory of Multiple Intelligence : Evaluation should all-round reflect the truly circumstances of the education. Evaluation should provide reliable basis. For improving educational practice .We should especially stress on dealing the function of discriminating and selecting in the traditional evaluation and pay close attention to students' demands .We should stress the function of encouraging and improving and stir up students' inherent demands. We should promote autonomous study and realizeoneself value. The construction or purchase doctrine studies that the theories is a kind of modern study theories that foundation in perception psychology ascend to develop. It still emphasizes to the student ego composition with the evaluation that a perception develop. Objection is visited the pre-established course target to leave in course outside, combine the evaluation standard of the conduct and actions authority but exsit.
