Secondary vocational education and higher vocational education are education of two different stages and levels which are mutual contact and relatively independent in vocational education system. Recently with the development of our social economy and the rapidity of high education, high vocational education is dominating the development of our education with a strong power. At the same time, how to connect secondary and higher vocational education has affected our healthy development of vocational education, therefore, we have to do our best to solve it. How to connect them? By combining the present vocational education development with the social economic development and problems existing in connection this paper, from four parts, discusses the thought of effective connection and countermeasure of middle and higher vocational education. The first part is about the explanations for the secondary and higher vocational education, the meanings of connection between them, how to connect them, and, its necessary and possibility for connection from theory and practice. The second part, compares the connection of native secondary and higher vocational education and the current situation with some developed countries, such as Japan,England,America and so on. Compared with recent study of the secondary and higher vocational education and their current situation, there are some connection models which are mainly about the learning systems linking in the secondary and higher vocational education. Through the comparison, we can get the experiences and know how to link the secondary and higher vocational education better. The third part, analyses some factors, which retrain the connection of the secondary and higher vocational education. Recently, there are still some questions in both outside environment and inside factors for the development of the secondary and higher vocational education. For outside environment, social are lack of the knowledge for vocational education, even disdain it; high consume in the labor market and incomplete vocational teaching system in our country. For the inside factors; the different training aims in the secondary vocational education and high vocational education; the course arranging are not always reasonable, sometimes they will be arranged repeat; the time for the learning isn't the same; testing system isn't good for the secondary vocational education, etc. The fourth part, discusses the thought of effective connect and countermeasure of secondary and higher vocational education, the connection should be the biggest beneficial result, the connecting aims, the admitting scores, and so on. For the concrete connection , we can use model course connection, learning score connection . Governments should pay attention to the vocational education in order to connect connect secondary and higher vocational education perfectly, make sure to connect courses and teachings for the secondary and higher vocational education, because it is the heart issue for the connection of the secondary and higher vocational education. Rearrange the courses to have the same teaching aims for both of them. Find the new ways actively to develop the five-year high vocational education. Correct the testing ways, to develop the education for secondary vocational education. Pay more attention to the teachers' training to ensure a successful teaching.
