As a special part in the job of Chinese Communist Party, not only in the war times of democratic revolution, but also in new times of the modern building of Socialism, Ideology and Political Education has brought into play and having brought into play important function. But for Spirit drive in Ideology theory, one important reason of distinct effect of Ideology and Political Education in revolution and building of China is the fruitful work of Ideology and Political Education workers. From Pedagogue which is the main body of Ideology and Political Education this thesis studies the optimize allocation of teacher resource of the Universities. By analyses the practice of teacher resource of the Universities in Hei Longjiang province and points to build a new mechanism of the optimize allocation of teacher resource of the Universities in Hei Longjiang province, this thesis transforms the question of the validity of Ideology and Political Education into the question of the optimize allocation of teacher resource of the Universities. For expanding the research field of Ideology and Political Education and exploring the new measure and the new thoughtway of Ideology and Political Education this attempt has active academic meaning and actuality meaning.This thesis confirms overall goal and sub-goal and points to concrete measures-mechanism renovation. The goal of mechanism renovation is harmonizing the relations among government, Universities and teachers. A favourable mechanism can make government bring into play its functions in macro allocation, social ensure and accelerating the enjoying together of regional teacher resource. Market mechanism's building can make Universities build a true employment institution, which appoints to teacher to teacher's position. In the end, according to feedback penman builds a system of appraising to inspect and appraise the effect of teacher resource allocation for correcting errors in mechanism's actualizing, by which keep the best goal of teacher resource allocation.
