University human resources increasingly realize the talent cultivation in colleges anduniversities, scientific research and social service three big task of strategic resources. Fromthe point of the trend of economic globalization and education internationalization, highlevels of teachers has become the core content of a college comprehensive strength, becamethe prime symbol for the quality of a university. How to build a high level of teachersbecome important subject in higher education workers. Has rich human resources in collegesand universities, colleges and universities teachers are an important force in nationalknowledge innovation and the important component of high-level talent team, is theimplementation of the strategy relying on science and education and the strategy ofreinvigorating China through human resource development of powerful force and source ofpower, in our country the comprehensive construction well-off society and speeding upsocialist modernization process plays a fundamental and strategic role.This paper mainly adopts literature research and empirical analysis, the connotation ofhuman resources in colleges and universities of our country, the influence factors ofuniversity teachers’ human resources management, performance evaluation system ofmanagement of university human resources management, management of university humanresources management problems, improvement measures for the research of the system. Thearticle is divided into four parts:First summarized the connotation of the human resource management in colleges anduniversities, obvious human resource and human resource management, human resources incolleges and universities and the concept and characteristics of university human resourcesmanagement, do the basic concepts and theoretical basis for the full preparation. Secondlyintroduced SY art institute of university human resources management, test SY art instituteof university human resources management present situation of performance appraisal, andanalyzes the problems and reasons. Again with the author’s universities SY university collegeof art as empirical research object, the application\"4E\" evaluation system and method foractual investigation, clear the legal attribute, the nature, colleges and universities nonprofit organizations in a nonprofit organization performance management theory to guide theestablishment of the evaluation system of university human resources management, selectingorganization construction management, management structure, the personnel systemmanagement, the quality of teaching management, teaching team management and socialservice management and so on six evaluation indexes, and to evaluate it. Finally improve SYuniversity art college teacher human resource management problems of countermeasures,including strengthening the construction of organization, optimize professional structure,improve the feasible constraint mechanism, to establish scientific and reasonable incentivemechanism, to carry out the sustainable development of continuing education, thedevelopment of lifelong education system.
