The problem of the optimized human resource distribution has been discussed according to the theory of modern administration. A new model of classification of academic human resource has been put forward and brought into effect based on the teaching experience, research industry and management. The effect of various organizations to the allocation in human resource and the minimum opportunity cost by the distribution of human resource has been addressed. The quantified assessment in academic human resource allocation is the key point. A new assessing method based on the integration factor, assessment vector, opportunity cost vector, integration matrix and opportunity cost matrix has been used to receive the relative station by the optimized distribution. Expense matrix has been introduced to demonstrate the rationality of human resource distribution in a research group.
