In order to meet the challenge in era of knowledge-driven economy, the reform of the basic education which has already been brought into effect on test reform, course reform, teaching material reform, are turning into teaching modesreform-Regarding " Inquiry Learning" as the sign, it changes from the traditionalstudy to innovative learning for the purpose of promoting a great change of learning and teaching modes. Meanwhile, with the rapid development of information technology, the whole education circle is exploring actively how to integrate information technology into the curriculum, and whether integrating "Inquiry Learning" into information technology, especially into network technology can become a light spot of IITC (Integrating Information Technology into the Curriculum) is paid close attention by more and more people of insight.As a product of the combination of "Inquiry Learning" with the network technology, the Inquiry Learning in network environment is placed on a strong emphasis in the education of various countries. Seeing that the enormous difference in social development, viewpoints of values, economic basis etc. between east and west, in this paper, we not only observed the production of" Inquiry Learning In Network Environment" in the west, but also used the western outstanding teaching theory and methods for reference and combined with our native conditions to research how to carry the "Inquiry Learning In Network Environment" into execution reasoningly.Firstly, in this paper, basing on the discussion of the Inquiry Learning, we consider that "Inquiry Learning In Network Environment" is a learning mode in which the students proceed from a question or a task, utilize extensive resources, mainly the network resources, via various inquiry activity, for the purpose of gaining knowledge and skills, developing abilities, and training emotional experiences. We also point out that the Inquiry Learning In Network Environment has an important meaning for advancing the IITC, improving the teaching quality and efficiency with school's network and for training the students' innovative energy and practical abilities.Then based on Constructivism and other theories, we describe systematically the design of Inquiry Learning in Network Environment from four aspects- confirming the question, designing the resources, organizing the activities, and evaluating the design.After this, basing on the theory described above, we perform the helpful research on how to carry out the Inquiry Learning in Network Environment in the specific subject by the design and application of the case "The Programming Design of Visual Basic 6.0", using action research.At last we point out that rebuilding the basic educational curriculums, regarding the Inquiry Learning as the foundation of it, has been the marked character of the curriculum reform for over nearly 20 years. A common resolvent is that regarding the Inquiry not only as a learning mode but also as study contents and an aim of courses We think, being a study mode, the Inquiry Learning can find the meaning of itself only through its penetrating more in the subject teaching. While the Inquiry Learning in Network Environment offers an advisable method for the Inquiry Learning to penetrate into the subject teaching. We hope that our research can offer an theory and method for varied schools to carry out the Inquiry Learning in Network Environment.
