Teaching research based on web environment are being generally launched at present. The network has become a powerful and favorable tool supporting all kinds of teaching activities. With the development of the network technology and the richer and richer network resources, we can not only regard the network technology as the auxiliary tool for teaching or learning, but also make use of the network to build all kinds of new-style study environment. Combined with the hotspots of the educational innovation, the article probes into the construction and carrying out of network inquiry learning environment.Proceeding from the new, course idea, combining the modern education skill theory and modern teaching and learning theory, this article explains what is inquiry learning environment, its characteristics and probes into the tactics of constructing the network inquiry learning environment according to the design of network research activities. Finally, following the exploration of middle physics inquiry learning network platform, it explores tentatively the realization on technology of the tactics for constructing the network research study environment.The whole article is divided into five parts altogether. The First part, namely the preface part, is a brief introduction to the background, meaning and study plans of constructing middle physics inquiry learning environment. The second part discusses correlative concepts of inquiry learning and study environment, and the guidance signification of diversified education, teaching theories for building learning environment, on the basis of which, brings forward a clear definition of inquiry learning environment. The third part, combining the design of the network research activities, detailed the tactics of constructing the network enquiry learning environment, for example, the tactics of unifying study intentions, teachers' cooperative guidance, and so on. The forth part concerns the carrying out of constructing the web platform combined with the foregoing theory. The fifth part summarizes some of the principles for constructing the network inquiry learning environment and puts forward the research direction for the future.
