School-based curriculum resource development is in the spotlight in the new round elementary educational curriculum reform, which can meet different demands of different students and indicates differentia, diversity and flexibility of curriculum, and it is a powerful support to national curriculum. As the new curriculum comes to get known, attention will gradually be fixed on developing and utilizing of school-based curriculum resources. The new curriculum explicitly points out that compilation of teaching materials must be in accordant with students' cognitive regularity and attention should be paid to adjusting difficulty and intensity of teaching materials. Therefore, it is urgent to learn about students' current English proficiency and explore feasible ways to develop school-based English curriculum materials. The present research tries to explore the procedures of school-based curriculum resource development on the basis of the schema theory and by means of questionnaires, interviews and so on , which is to make curriculum material development accord with students' cognitive structures and regularity and make curriculum resources more adaptive and function to the greatest extent. Schema is a unit of knowledge in human's mind. According to schema theory, any language material, whether oral or written, has no meanings itself but it can be used to guide listeners or readers to resume or construct the meanings. Schema theory holds that teaching should be based on students' prior cognitive structures, pay attention to connections between knowledge, and should be helpful for students to build appropriate new cognitive structures. As to how to develop school-based English curriculum resources, the author find some teachers and schools have done related study through literature reviewing, but up to now, outcomes about how to develop English curriculum resources systematically on the basis of the schema theory have not been found.The present research is divided into 5 parts, the first part is an introduction to the present research, in which the background of school-based curriculum, the situation and the scope of the research are briefly introduced; In the second part the definitions and classification of school-based curriculum resources (materials) and the ways to get them are discussed; The third part is about the basic theory of the present research. It is mainly about the definition and features schema and implications of schema theory for school-based curriculum material development; The third part is the key part of the present research, and it is about the procedures of school-based material development, including analysis of students, grouping students, setting goals for curriculum material development, selecting curriculum materials, methods to use materials and evaluation on the basis of schema theory. The fifth part is about the conclusion of the present research.
