University teacher is the core of the university whose quality and working performance directly affect the survival and development of the university. So it is vital for the university administrators to motivate teachers to improve their working performance by establishing various incentive systems. As academic specialists, university teachers have strong aspiration for successful professional career, so it will be a useful incentive method with long term impact to create favorable atmosphere for their professional career development. The professional career of university teachers includes not only the work-related activities but their values, attitudes and wishes in their teaching experience. For university teachers, their academic profession calls for their special attention to the good development of inner professional career. The professional career development of university teachers is influenced by the individuals and organizations, this kind of influence is changed in different stages, which can be reflected in teachers' changing needs. Need is the base of administration motivation. Thus, from the theory of professional career development of university teachers, the article with the knowledge of teachers' needs in different stages , focuses on establishing university incentive system in the university. The professional career is divided into preparation period, initial period, mid period and final period. With the teachers' development of different stages as intermediary, the article aims at the innovation of administrative incentive system.
