Since the later 19th century and the early 20th century, the whole values in an educational administration have broken the relation between the scientific spirit and humanisic spirit. The instrumental rationality, advocating power centralization, manipulation and normalization, gradually plays a dominant role, which brings about materialization and instrumentalization of persons in the educational administration and goes against true meaning of using power in the educational administration.This paper, using the scientific methodology of Marxist unity of history and logic with literature research, re-unscrambles the educational administration perspectives and power perspectives, aims at cracking power perspectives on the basis of the rationality, puts forward the "power-and-discourse" paradigm of the educational administration. The "power-and -discourse" paradigm sublets the contracting dualism of philosophy thinking, upholds the conformity thinking of seeking common ground while reserving differences, calls for subject awareness of life value and meaning of power subjects, and also advocates that power relation is a direct, interactive and mutual discourse between "you -and -I". Furthermore, the "power-and -discourse" paradigm stresses a power, a power awareness and a power sharing between power subjects; and meanwhile strengthens the discourse between power subjects in order to realize the harmoniousness and unity between administrating organizations and power subjects in social environment.The "power-and -discourse" paradigm reveals the true administrational connotation and rebuilds the harmonious and positive healthy administrational atmosphere of equality and mutual benefit, which is useful in constructing the "equal and mutually beneficial" educational administration perspectives.
