With the implementation of basic education reform in rural middle and primary schools, how to develop the center primay schools and how the center primary schbols play model role in the reform are nroticed closely. Since our modern education system established, the center primary school plays different role in the different periods in the rural education development. The simple center effect has changed from the geographical signification in the past days to the leading roles in teaching now. This shows that the center primary school have always been acting as a leadership in the history of rural education development.At present, the center primary schools not only face some difficulties but also have many opportunities in developing course under the background of carrying out the new curriculum. After studying of a center primary school in a rear mountain area, the anther has found the problems that effect the development of rural center primary schools are: 1 .Thene are some corrupt practice existed in rural education management, and the process of management is lack of scientific method. 2.It is an standard to appoint the headmasters. It is difficult to have model teachers. After analyzing the facts the author finds the main reasons that caused the problems, there are, l.The governments of country and county. It is difficult for both country and county government to perform their obligations, the center primary schools are managed beyond normal orders, the managers have no chance to be trained, they can't understand education policy and laws well, they can't manage schools efficiently. The plan, performance, evaluation and result of the work can't match. 2.The time of being in officer is short for the headmasters, then they have little power to decide. The living conditions of teachers are hard. The teacher don't have good habit to study, the teaching and studying station doesn't exist in schoolsAfter analyzing the above problems, the countermeasures as follows: 1.Carry out the policy of reforming the education management. The rural education administration has little power to administrate, and more to teaching. The relation between the rural education administration and the central primary school should be clear. 2.The teaching and studying procession are formed effectively by using the teachingequipments of the rural schools, depending on model teachers and all the educational resources at local places. The center of educational resource in rural schools should be set up in order to serve, instruct and study the teaching and learning, and to train teachers. 3.It is important to select the rural school headmaster and more important to cultivate them, more chances should be given to the headmasters to develops themselves. 4.In order to have teachers work steadily and hard, the teachers' living condition should be improved, In order to have the teacher perceive themselves and improve their working ability, more ways should be taken to train teachers by grasping opportunities of the basic education curriculum reform. 5.The center primary school serve "farmer, countryside and agriculture" with their own advantage and other education resources.
