Comments On Community Self-Governance In Cities

As a certain area in cities in the society, community is the foundation which urban society depends on and lives on; it is also the basic carrier in cities. By rapid development of community, we realize that social progress and modernization become the commitment of city development that many countries engage in. at present, with the deepening of social market economic system innovation, the change of occupation structure and transformation of social management system, it is crucially important that we strengthen construction and management of communities in cities. Community is the most basic cell which constitutes social structure system in cities, only by the full development of every "cell", can we make the whole city to be dynamic, which can accelerate a country's modernization proceeding. Some research points out that community development is towards "non-centralization", namely it is not in the level of state administration, but the part of townspeople society that separates from state administration. Therefore, the ideal objectives in China community construction are step by step realization of community self-governance, namely self-management, self-education, self-service, self-constraint, etc; that is an important method that we participate in social public affairs in grassroots and realize grassroots democracy. The practice of community self-governance leads the spirit of democratic self-governance to the daily life of townspeople, and makes the unfamiliar concept of democracy to embed in people's mind. This text tries to make some explorations in community self-governance.In this context there are mainly five parts. The first part centers on the connotation and preliminary route of community self-governance. The four aspects are as follows: the first aspect deals with the meaning of community, self-governance and connotation of community self-governance. Community refers to the residents' committee precinct that has been readjusted in scale after community system innovation. Self-governance refers to the members and management departments inside some certain social units can have the right of deciding interior affairs to some extent. Community self-governance refers to the process that various interests-related people in communities are accustomed to the cooperation in managing public service by democratic negotiation without outside forceful intervention, moreover, it makes the community to go to the process order of self-education, self-management, self-service and self constraint. The details include right of democratic election, right of deciding public service, right of daily management, volunteering right of finance, right of refusal and right of inside supervision. The second aspect is the preliminary route of city community self-governance in our country. The third aspect deals with the premise and basic principles of community self-governance. The premises of community self-governance are the following two points: one is to adhere to the leadership of CCP; the other is to act with in the range of laws and regulations. The basic principles of community self-governance are the principle of self-governance by laws. The principle of democratic self-governance, self-governance under the leadership of government and street offices, self-governance under the leadership pf CCP and the principle of gradual development. On the above basis, in the process of urban community self-governance, the relationship between party politics and self-governance organizations, the relationship between system innovation and acting by law and the relationship of international experience and China state of affairs in community residents self-governance must be well handled.
