There is a close relationship between the structure and function of higher education. Structure is the foundation of function, and function has a reverse influence on structure. Macro-structure of higher education shows us the whole making up of it, and restricts and influences the effect of function. Therefore, at present, many countries are trying to reform the higher education macro-structure so as to establish a new one which can ensure and improve the effect of function , meet the requirement of the respective social and economic development well. By describing the similar problem both China and Germany are confronting with, and by comparing the methods of the higher education reformation between the two countries, this article tries to put forward some experiences from which we can draw lessons in order to make further reformation of higher education macro-structure.
