Over these years, the importance of the principal as curriculum leaders becomes increasingly visible. One reason is that the new curriculum reform of basic education put forwards three-level curriculum management pattern .The three-level refers to the nation level, the district level and the school level. This pattern has transfer a part of popedom of curriculum management to a school level. How to exert this part of papedom better and make a good effect, this can't be off the principal as curriculum leaders. The other reason is that the pivotal effect of the teachers in the curriculum development has been broadly accepted. To heighten the teachers' teaching efficiency either can't be off the principal as curriculum leaders. This article first hackles the theory of curriculum lead all around the domestic and overseas. Starting off from tackling the actual problems and using study method combined qualitative with quantitative, it has analyzed the current situation and causation of the rural primary and middle schools as curriculum leaders. And it has also put forward corresponding ameliorate strategies.
