From the study on the development of teacher education in the world, this thesis considers the gradual advance of the study of primary school teachers and the implementation of university education of them as the important phrase and the necessary trend of global teacher education. The first score years of 21th century is the critical period of building China into a comparatively wealthy society. To achieve such a lofty goal, education is the foundation while teachers play a key role. For this reason, it is of necessity for primary school teachers to receive university education so as to improve their ability and to consolidate and develop the compulsory educational level. It is also the basic measure to realize the goal of building human resources in China. The university education of primary school teachers is the key for our country's development in future. It is not only the necessary demand of the development of society and economics, but also the necessary trend of the development of education of China. So, it is absolutely necessary to implement university education of primary school teachers. At the same time, the natural decrease of number people of China leads to a limited amount of teachers needed, which provides a advantageous condition for the implementation of university education of primary school teachers. Five to ten years later, the training of primary school teachers pays more attention to the advance of quality instead of the increase of number, which creates a favorable environment for the implementation of university education of primary school teachers. In addition, the elementary evidence of university education of primary school teachers has been accumulated, which makes it feasible to implement it. Finally, considering China reality, this thesis puts forward the "three-step" development strategy and different training models and the major measures to have primary school teachers receive university education. The thesis consists of five parts. Part I. The review of the global trend of university education of primary school teachers. This part mainly deals with the phrase of development of teacher education in the world, considers the gradual advance of the study of primary school teachers and the implementation of university education of them as the important phrase and the necessary trend of global teacher education. Part II. The necessaries and feasibility to implement university education of primary school teachers. To begin with, this part considers China reality analyzes, discourses upon the necessaries and feasibility to implement university education of primary school teachers. Part III. Development strategy and policy suggestions for university education of primary school teachers. Based on the examination in former parts, this part puts forward practically some strategies and policy suggestions for university education of primary school teachers.
