Including the 12 western provinces and cities, the land border line of 18000 kilometers long, on the border with around 14 countries and regions, geographical advantages. Is a unique place, whether it is in the environment, humanities, social development, has its own characteristics, but also has its own limitations. Teacher education, as an important part of education reform, is the foundation of education system, The quality of teacher education is the basis of all quality. Especially as the main position of Teacher Education in the western region, the Western Local Normal University occupies an important strategic position in the system of Teacher Education in China and the West and the economic and social development, at the same time, because of its unique geographical and economic development is lagging behind the development of teacher education school faces a more difficult.This study from the western regional background perspective, with major significance to the development of the local normal university status, teacher education, discusses the necessity to develop the Western teacher education in local normal university. Further analysis of the common problems of Teacher Education in Local Normal University at present existing in the case of Yunnan Normal University: the school of teacher education is not enough attention, the institutional mechanism is not perfect, the curriculum and the teaching method is old, the shortage of teachers, teacher education and basic education phase out of touch and so on. Aiming at these problems, this research is based on the actual local normal university and its own characteristics, put forward the concept: a reasonable position, clarify the development of ideas of teacher education; system level: standardized management, to promote the teacher education reorganization; practice: adjust measures to local conditions, and promote the development of the theory of the characteristics of teacher education; level: strengthening discipline the construction of teacher education, broaden the scope of the study; the cultural level: Writings are for conveying truth., development strategies of teacher education optimize the teaching environment in five aspects.
